I'm 5'1" 108 lbs and even though I'm a 32DDD I'm not huge. You know the saying "more than a mouthful is a wasteful" so when you say small boobs, A or B. I would say XS. If you're a C, I would go for S. The top is lace, so it's more versatile. For my size the S is perfect.
